Eleanor and cant take a city. I've got like 12-15 great works in my city and there is another Spanish city 7 tiles away. The city gets like +30 loyalty a turn (its just an epxansion, like 7-8 pop and each great works decreases the loyalty to +1.. Craftsman 46 mower deck parts diagram

Amassing loyalty pressure requires massive city, tons of great works, and proximity. I could flip a city, but there was no guarantee I could keep it if I'm not in a heroic/golden age.
